Garhwa: A district-level training program was organized today in the District Council Auditorium to ensure the successful completion of the first phase of India’s Census 2027 — House Listing and Housing Census (HLO). The program was inaugurated by Additional Collector Raj Maheshwaram, Sub-Divisional Officer (SDO) Garhwa Sanjay Kumar, and SDO Ranka Rudra Pratap, who jointly lit the ceremonial lamp.
The training program witnessed participation from all SDOs, district-level officials, officers from various blocks, supervisors, enumerators, and other concerned personnel. The primary objective of the program was to provide detailed information on the process, guidelines, and methodology of the first phase of Census 2027, ensuring that the house listing and enumeration work is completed within the scheduled timeline with transparency, accuracy, and quality.
Additional Collector Raj Maheshwaram, while addressing the officials, emphasized that the census is a crucial national exercise, forming the foundation for future development plans and policies. He instructed all concerned personnel to perform their duties with utmost seriousness, responsibility, and precision. He also urged them to seek immediate clarification from national trainers in case of any doubts, so that no challenges arise during fieldwork.
The training session was conducted by national trainer and Joint Director from the Ministry of Home Affairs, Government of India, Gyan Chandra Mahto, along with District Coordinator Ashok Kumar. Participants were given comprehensive information on all key aspects related to Census 2027. This included an overview of the census, appointment procedures, financial guidelines, legal provisions, publicity measures, procedures for data collection through 34 columns and 33 questions, and usage of the HLO mobile app and CMMS portal.
Trainers provided both technical and practical training. They explained mobile-based data collection, use of forms, survey methodologies, and the reporting system in detail. The monitoring and control mechanisms through the CMMS portal were also highlighted. Additionally, the process of Self Enumeration, which allows citizens to enter their information independently through the portal, was explained thoroughly.
It was shared that this time, the census will be conducted entirely through digital means, using tablets and mobile applications. This will ensure faster, more accurate, and transparent data collection.
During the program, officials were informed that House Listing and Housing Census (HLO) is the first and highly significant phase of the census. In this phase, detailed information about every house, building, and available basic amenities is collected. To ensure error-free data collection, all necessary guidelines were provided during the training.
All participants were urged to return to their respective areas and carry out the census work with honesty, impartiality, and full accountability, so that the government receives accurate data that can be effectively used in planning future development initiatives.
